John Navidomskis

President
Mr. Navidomskis has been on the board since 1998. He serves as chairman of the Engineering Committee and a member of the Administrative, Finance, Investment and Legal Committee. He served in the Navy as a Gunner’s Mate Technician during the Vietnam War. His B.A. from UTEP is complemented by a master’s degree in Education Mid-Management from Sul Ross Texas State University. Recently retired from the Clint ISD, Navidomskis enjoys restoring antique vehicles and working on machinery.

 


Benny Davis


Mr. Davis has lived in Horizon for three years and works with Jan-Car Inc. Construction. He serves on the Engineering, Tax and R.O. committees for HRMUD, and is the HRMUD representative for Far West Texas. He is also a Director for the Horizon Town Home Association.

 


Maureen Surratt


Ms. Surratt has lived in Horizon for 9 years and has joined HRMUD to take the position previously held by her husband who recently passed away. Her business experience includes owning Valley Feed in Clint. Besides HRMUD, Ms. Surratt is also a member of the UTEP Women's Auxiliary and serves on the board with Big Brothers/Big Sisters of El Paso. Her previous board experience includes the Planning and Zoning Board for Horizon City, the Horizon Kiwanis and most recently the Paseo Del Este MUD 11. She serves on the Water Conservation/Public Relations Committee, for which she is the chairperson, as well as the Finance and Engineering committees.

 


Kit Thomas

Treasurer
Ms. Thomas was first elected to the board in July 2004. She serves as the Investment Officer for the district and chairs the Budget and Grant Acquisitions committees. Thomas is a retired Army Lieutenant Colonel, having served in Desert Storm; and was once elected as alderman for the Town of Horizon City. Thomas received her B.A. in Mass Communication from UTEP and a master’s degree in Administration of Justice from Wichita State University. She is a Kiwanis member and an avid golfer and gardener.


Bob Jarvis


Mr. Jarvis has lived in Horizon for the last 6 years and works with Jan-Car Inc. Construction. He is the Chairman of the R.O. Committee and serves on the Administration and Finance Committee. He is HRMUD's representative to the Rio Grande Council of Governments.
