We Are
The Horizon Regional Municipal Utility District
(HRMUD) operates a state-of-the-art reverse osmosis water treatment
plant. Drawing from an abundant aquifer, HRMUD converts
brackish groundwater into 6 million gallons of drinking
water per day. To meet demand, plans are in place to
expand production by an additional 2 million gallons
per day.
The district encompasses about 91,000 acres in
east El Paso County, primarily serving Horizon City.
Historically, HRMUD was created by legislation in 1961
and converted to a municipal utility district in 1989.
A five-member elected board governs it. Today, the Texas
Commission on Environmental Quality recognizes the district
as a Superior Water System.
